Juvenile/Adult Crime Stats -1999 to 1998 Comparison

During calendar year 1999, 431 juvenile delinquency cases were presented to the Morgan Superior Court No. 2 for disposition [an increase from 322 cases in 1998]. Of these 431 cases, 282 cases were resolved through formal juvenile court proceedings and disposition, and 149 cases were resolved by informal adjustment through the Morgan County Probation Department.

In comparing adult criminal cases filed in all of the Morgan Circuit and Superior Courts in 1999 with the juvenile delinquency cases formally filed with Superior Court No. 2 in 1999, the following information is noteworthy:


Secure Juvenile Detention Costs

The per diem costs to Morgan County of placing juvenile delinquent offenders in secure detention facilities increased slightly in 1999, as compared to 1998. According to the weekly detention statistics maintained by the Morgan Superior Court No. 2, the total costs of secure detention of juvenile delinquent offenders in 1999 was approximately $141,719.60 (average cost: $2725.38 per week). By comparison, the total costs of secure detention of juvenile delinquent offenders in 1998 was approximately $136,776.75 (average cost: $2630.32 per week).

Juvenile Probation Supervision Statistics

As of January 1, 1999, 152 juvenile delinquency cases were under supervision by the Juvenile Probation officers of Morgan County. During 1999, 242 new probation cases were referred to probation supervision. Of that total, 159 Delinquents and Status offenders were placed under formal probation supervision, and 83 Delinquents and Status offenders were placed under informal probation adjustment and supervision. Also during 1999, 264 probation cases were completed and closed. 76% of juveniles completed probation successfully; 16% of the juveniles had their probation modified or revoked because of violations. As of December 31, 1999, 130 juvenile delinquency cases were open and under supervision by the Juvenile Probation officers.

Adult Probation Statistics:

By comparison: as of 1/1/1999, 519 adult felony probation and 386 adult misdemeanor probation cases were under supervision of the Morgan County Probation Department.

During 1999, 276 new adult felony offenders and 599 new adult misdemeanor offenders were placed under supervision of the Morgan County Probation Department. Dispositions of felony offenders on probation during 1999: 21% of adult felony offenders completed probation; 10% of adult felony offenders had their probation revoked; 8% of adult felony offenders absconded (arrest warrants for probation violation active). Dispositions of misdemeanor offenders on probation during 1999: 37% of adult misdemeanor offenders completed probation; 8% of adult misdemeanor offenders had their probation revoked; 7% of adult misdemeanor offenders absconded (arrest warrants for probation violation active).

As of 12/31/1999, 453 adult felony offenders and 447 adult misdemeanor offenders remain under supervision of the Morgan County Probation Department.

Waiver of Jurisdiction in Juvenile Delinquency Cases to Adult Court

In 1999, 7 juvenile delinquency cases filed with the Morgan Superior Court No. 2 were waived to adult criminal court for disposition (an increase from 6 cases waived in 1998) under the waiver of jurisdiction provisions of the Indiana Juvenile Code. In addition, and as a result of changes in the juvenile code enacted by the General Assembly, several new classifications of criminal offenses committed by persons under age 18 are now filed directly in adult criminal court.

In many instances, a male or female juvenile offender committed to the I.D.O.C. was committed under several different case numbers. Nine (9) juvenile males were committed to the I.D.O.C. in 1999. Three (3) juvenile females were committed to the I.D.O.C. in 1999.
